Responsibilities
 
  • Provides design recommendations based on long-term IT organization strategy and updates the enterprise’s architecture to effectively support the business strategy.
  • Develops enterprise level application and custom integration solutions, including major enhancements and interfaces, functions, and features.
  • Uses a variety of platforms to provide automated systems applications to customers.
  • Provides expertise regarding the integration of applications across the business.
  • Determines specifications, then plans, designs, and develops complex and business- critical software solutions, utilizing appropriate software engineering processes - individually or in concert with the project team.
  • Develop programming and development standards, procedures, and programming architectures for code reuse.
  • Possesses in-depth knowledge of state-of-the-art programming languages and object- oriented approaches in designing, coding, testing, and debugging programs. Understands and consistently applies the attributes and processes of current application development methodologies.
  • Researches and maintains knowledge of emerging technologies and applications to the business.
  • Establishes and implements standards and guidelines that guide the design of technology solutions, including architecting and implementing solutions requiring the integration of multiple platforms, operating systems, and applications across the Department.
  • Serves as a technical expert and critical technical resource across multiple disciplines.
  • Reviews, advises, and designs standard software and hardware builds, system options, risks, costs vs. benefits, and impact on the enterprise business process and goals for the toll collection system or other Department business systems.
  • Develops and documents the framework for integration and implementation of changes to technical standards
  • Acts as an internal consultant, advocate, mentor, and change agent.

Education

  • Bachelor’s or master’s degree in computer science, Information systems, or another related field or equivalent work experience as described below.

Experience

  • A minimum of 7-10 years of experience in multiple IT areas and 2–3 years of relevant architecture experience in tolling, Intelligent Transportation Systems or transit architecture.
  • Requires advanced to expert-level knowledge and understanding of architecture, applications systems design, and integration.

Desired Experience

  • Proficient in Oracle PL/SQL development with expertise in advanced features like packages, cursors, triggers, and collections
  • Strong understanding of database concepts including data modeling, normalization, and optimization techniques
  • Experience with SQL query writing and performance tuning
  • Knowledge of database administration tasks like backup and recovery, user management, and security
  • Excellent problem-solving and analytical skills to identify and resolve database issues
  • Ability to work independently and as part of a team
  • Strong communication and documentation skills to effectively collaborate with stakeholders
  • Excellent code review and code analyzing skills including reviewing Test results
  • Actively participating in hands-on design sessions, creating detailed system architecture diagrams, and defining technical specifications for new applications and systems.
  • Conducting thorough technical evaluations of new technologies and frameworks to identify solutions that best fit the organization's needs.
  • Providing recommendations on technology adoption and roadmap development
Salary
  • $165,000.00 - $175,000.00
