Position Summary
The Grants Management Specialist will be responsible for the full lifecycle administration of federal financial assistance programs, including discretionary and mandatory grants and cooperative agreements. This position ensures regulatory compliance, financial accountability, and performance alignment with agency mission goals, in accordance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200).

Position Summary
The Grants Management Specialist will be responsible for the full lifecycle administration of federal financial assistance programs, including discretionary and mandatory grants and cooperative agreements. This position ensures regulatory compliance, financial accountability, and performance alignment with agency mission goals, in accordance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200).
Major Duties and Responsibilities
- Pre-Award Administration
- Conduct merit and risk assessments of applicant organizations.
- Analyze and review grant applications and budgets for compliance with applicable federal statutes, regulations, and program guidelines.
- Advise program staff on solicitation strategies (e.g., NOFO, FOA) and applicable cost principles.
- Award Processing
- Recommend funding levels, prepare Notices of Award (NOA), and ensure complete documentation in official grant files.
- Collaborate with finance and legal teams to ensure appropriations, earmarks, and obligation limits are met.
- Post-Award Oversight
- Monitor grantee performance, compliance, and financial status through desk reviews, audits, and site visits.
- Interpret and apply federal policies, OMB guidance, and agency-specific requirements.
- Evaluate drawdown patterns and address irregular expenditures or non-compliance.
- Closeout & Audit Resolution
- Coordinate timely grant closeouts and ensure submission of all required final reports.
- Support Office of Inspector General (OIG) or GAO audits with grant documentation and corrective action plans.
- Stakeholder Engagement
- Serve as a liaison between agency officials, grantees, and other stakeholders.
- Provide technical assistance and training to recipients and subrecipients on grant compliance.
Required Qualifications
- Bachelor and/or a Master’s degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education.
Specialized Experience Requirements
- Experience assisting with federal grant application reviews, conducting basic risk assessments, and preparing grant award documentation.
- Experience independently managing grant portfolios, conducting financial monitoring, and applying federal cost principles and audit requirements.
- Experience overseeing large, complex grants or cooperative agreements, advising on federal appropriations law, resolving audit findings, and interpreting legislation or OMB guidance.
Knowledge, Skills, and Abilities (KSAs)
- In-depth knowledge of federal grant regulations (e.g., 2 CFR Part 200, OMB Circulars, FAR/DFARS).
- Ability to evaluate grant proposals and budgets for compliance and allowability.
- Strong analytical and financial acumen.
- Proficiency in grants systems such as GrantSolutions, eRA Commons, or similar.
- Clear written and oral communication skills for technical reports and stakeholder interactions.
- Familiarity with federal appropriation laws and lifecycle financial management.

Preferred Qualifications (Nice-to-Have)
- Certified Grants Management Specialist (CGMS) – NGMA
- Project Management Professional (PMP)
- Experience with federal agency grants (e.g., HHS, FEMA, DOJ, USDA, DoD)
- Prior experience in audit resolution, cost allocation plans, or indirect cost rate negotiations
Salary
- $105,000.00 - $115,000.00
